A week ago the Paul Chiang PRC Bounty Hunter Scandal shocked Canadians. Mark Carney’s continued endorsement of a candidate who indirectly threatened a HK dissident wanted by the HK police further shocked and disturbed Canadians. Today we learned that the LPC appointed more of the same to replace the candidate for Markham-Unionville.
Who is Peter Yuen?
Retired police officer, consultant at TNT Consulting, member of the board of directors of the NOIC Academy, a PRC friendly Chinese boarding school. Readers may or may not recall that NIOC made the news on April 2nd, 2024, during the Hogue Inquiry because the students from academy were bused to the Don Valley North riding to participate in the nomination for Han Dong. Readers may also recall that Han Dong’s wife, Sophia Qiao, arranged the bus load of students.

That’s a good question.
The answer is hell nah we don’t.
That’s Yuen in the clip above singing My Chinese Heart, a CCP-approved song that’s sung at many events in the Chinese diaspora to remind Chinese people living abroad of their nationalism and to instill a loyalty to the motherland.
In the photo above you can see (fourth from the far right hand side) Han Tao, the former Consul General for the PRC, who was implicated in the CSIS wire tapped calls intercepted that reveal the PRC committing to election interference by supporting a federal election candidate.
Below you can see Mr. Yuen with a member of the United Front Work Department (UFWD) aka Overseas Chinese Affairs Office of the State Council (OCAO).
What’s the OCAO? What’s the UFWD?
Put simply, these are departments of the Chinese Communist Party (CCP) that work overseas to promote the interests of the CCP abroad.
“In January 2022, a Federal Canadian court upheld a decision identifying the Overseas Chinese Affairs Office (OCAO), an administration that is part of the CCP’s United Front Work Department (UFWD), as an entity that engages in espionage acts “contrary to Canada’s interests.” — The Alliance for Securing Democracy (ASD) at the German Marshall Fund of the United States
On January 19, 2022, Madam Justice Vanessa Rochester ruled in agreement with the following decision of Immigration Canada, “… that there were reasonable grounds to believe that OCAO had engaged in acts of espionage that are “contrary to Canada’s interests” as set out in paragraph 34(1)(a) of [the Immigration and Refugee Protection Act].”
In her decision Justice Rochester mentioned Qiaowu (侨务), which means Overseas Chinese Affairs, and which “… works to legitimise and protect the [Chinese Communist Party] CCP’s hold on power, uphold China’s international image, and retain influence over important channels of access to social, economic and political resources both domestically and abroad.” Justice Rochester further wrote that there were reasonable grounds to believe [OCAO] had engaged in acts of espionage that are against Canada or that are contrary to Canada’s interests.
In her decision, Justice Rochester also described the work of the OCAO, as per a 2001 note in Global Case Management System1, “… the then director of OCAO, Guo Dongpo, urg[es] cadres to “strik[e] against the overseas forces of the ’Falun Gong’ cult, stop them from spreading, and eliminate their bad influence”.
So, reader. That’s fairly clear, isn’t it? It’s also pretty damning.
Reader, why is a law enforcement officer—and the Deputy Chief of Police at that—engaging with an organisation known for conducting espionage in Canada? And why did the LPC appoint such a candidate to replace Mister PRC Bounty Hunter Paul Chiang? How deeply corrupted by CCP spies has the Toronto Police Department become? How deeply corrupted by CCP spies has the LPC become? How far has the rot spread within our government operations at the executive level?

The Toronto Star reported on the RCMP investigation in October 26th, 2022: “… a premise owned by the “Canada Toronto Fuqing Business Association” … [is] one of the three locations of the alleged secret “police stations” in a report by Safeguard Defenders, a human rights organization based in Madrid.Below you can see the relevant section of the Immigration and Refugee Protection Act that clearly states engaging in espionage contrary to Canada of its interests renders an individual inadmissible to Canada on security grounds.
Foreign Interference and Security of Information Act (R.S.C., 1985, c. O-5) governs the crime of espionage. Also known as the Security of Information Act (SOIA), this law currently criminalizes information-related conduct that may be harmful to Canada, such as spying, economic espionage and foreign-influenced threats or violence, according to the government of Canada website.
So, reader, there you have it—spies or proxies for the PRC have infiltrated Canada and, in particular the governing Liberal Party of Canada. Do you think that’s a reason why Trudeau dragged his feet and stalled the implementation of a foreign registry, reader?
What’s up with the disturbing Canadian tolerance of spies and proxies working on behalf of a hostile foreign power?
This election is the most important one Canada has had in my memory. I can’t recall a time in my 56 years of life when the stakes have been so high for Canada. PRC foreign interference has exploded in Canada and it threatens the national security interests of both Canada and the United States. Reader, do take an interest in PRC FI and TNR. Reader, do familiarise yourself with the issue and with the players involved. Reader, know that the LPC has become deeply compromised and, as such, cannot be trusted to govern any longer.
