Hamas Answers Questions
Mohammed Nazzal, Senior Hamas politburo speaks to Reuters from Doha. Below I’ve provided a partial transcript of the conversation from the video clip above:
MH: We did not agree to the terms of the second phase. We agreed to ceasefire, and we agreed to release all the prisoners present at the resistance, whether they are alive or dead. And, of course, the agreement was made to allow aid to enter the Gaza Strip, in addition to the formation of a committee or a board of technocrats to manage Gaza in the transitional phase. As for other things, we clearly pointed out that this requires a national position of Palestine.
R/D: Isn’t it a matter related to the movement to control weapons? Are you ready to abandon power in Gaza? And can you give me a timeline of the period you can abandon it in? Because what we see on the ground now is Hamas re-spreading, arresting people, and the police are spreading. So is there a timeline of the time on the ground, contrary to what you’re saying, that we’re going to hand over power?
MH: :First of all, there’s an understanding of the existence of the Hamas movement on the ground. Who is going to protect the trucks from bullets and armed gangs? Who is going to protect the people’s lives? There are gangs. And the strange thing is that at a time when we find Arab and Islamic voices objecting to what Hamas has done after the withdrawal of occupation forces, we find that President Trump began to understand the existence of the Hamas movement by confronting armed gangs, which are gangs of criminals. This is how President Trump described them. Therefore, this is a transitional phase. Civilly, there will bea management of technocrats, as I said. On the ground, there will be a Hamas. After that, after the transitional phase, our opinion is that it is necessary to go to general elections. Regardless of what you think.
R/D: But now you face the problem of the bodies and the refusal to hand over the bodies of the Israelis. What are the difficulties you face? This could destroy the agreement because in the first phase, it was part of the agreement to hand over the bodies. Today, on the third day, only a few bodies are being handed over.
MH: There is an artistic and logistical problem with the bodies. If the Hamas movement has already handed over the bodies, why do you want to preserve the dead? There is no benefit to the Hamas movement in preserving the bodies. There is a logistical problem, and everyone is working to solve this problem.
R/D: How?
MH: There is a suggestion that some advanced countries can participate in the search process.
R/D: The Palestinian Authority has taken over the government in Gaza. Do you have any objections? Are you ready to repeat my question, to hand over the weapons of legitimacy to the Palestinian Authority?
MH: First we demand a general election. If the Palestinian Authority wants to rule Gaza, it must pass through the ballot boxes.
Carney’s statement on recognition of State of Palestine
“It is imperative that Hamas release all hostages, fully disarm, and play no role in the future governance of Palestine. Hamas has stolen from the Palestinian people, cheated them of their life and liberty, and can in no way dictate their future … The Palestinian Authority has provided direct commitments to Canada and the international community on much-needed reforms, including to fundamentally reform its governance, to hold general elections in 2026 in which Hamas can play no part, and to demilitarize the Palestinian state.”
The 20-Point Ceasefire Plan
President Donald J. Trump’s Comprehensive Plan to End the Gaza Conflict:
1. Gaza will be a deradicalized terror-free zone that does not pose a threat to its neighbors.
2. Gaza will be redeveloped for the benefit of the people of Gaza, who have suffered more than enough.
3. If both sides agree to this proposal, the war will immediately end. Israeli forces will withdraw to the agreed upon line to prepare for a hostage release. During this time, all military operations, including aerial and artillery bombardment, will be suspended, and battle lines will remain frozen until conditions are met for the complete staged withdrawal.
4. Within 72 hours of Israel publicly accepting this agreement, all hostages, alive and deceased, will be returned.
5. Once all hostages are released, Israel will release 250 life sentence prisoners plus 1700 Gazans who were detained after October 7th 2023, including all women and children detained in that context. For every Israeli hostage whose remains are released, Israel will release the remains of 15 deceased Gazans.
6. Once all hostages are returned, Hamas members who commit to peaceful co-existence and to decommission their weapons will be given amnesty. Members of Hamas who wish to leave Gaza will be provided safe passage to receiving countries.
7. Upon acceptance of this agreement, full aid will be immediately sent into the Gaza Strip. At a minimum, aid quantities will be consistent with what was included in the January 19, 2025, agreement regarding humanitarian aid, including rehabilitation of infrastructure (water, electricity, sewage), rehabilitation of hospitals and bakeries, and entry of necessary equipment to remove rubble and open roads.
8. Entry of distribution and aid in the Gaza Strip will proceed without interference from the two parties through the United Nations and its agencies, and the Red Crescent, in addition to other international institutions not associated in any manner with either party. Opening the Rafah crossing in both directions will be subject to the same mechanism implemented under the January 19, 2025 agreement.
9. Gaza will be governed under the temporary transitional governance of a technocratic, apolitical Palestinian committee, responsible for delivering the day-to-day running of public services and municipalities for the people in Gaza. This committee will be made up of qualified Palestinians and international experts, with oversight and supervision by a new international transitional body, the “Board of Peace,” which will be headed and chaired by President Donald J. Trump, with other members and heads of State to be announced, including Former Prime Minister Tony Blair. This body will set the framework and handle the funding for the redevelopment of Gaza until such time as the Palestinian Authority has completed its reform program, as outlined in various proposals, including President Trump’s peace plan in 2020 and the Saudi-French proposal, and can securely and effectively take back control of Gaza. This body will call on best international standards to create modern and efficient governance that serves the people of Gaza and is conducive to attracting investment.
10. A Trump economic development plan to rebuild and energize Gaza will be created by convening a panel of experts who have helped birth some of the thriving modern miracle cities in the Middle East. Many thoughtful investment proposals and exciting development ideas have been crafted by well-meaning international groups, and will be considered to synthesize the security and governance frameworks to attract and facilitate these investments that will create jobs, opportunity, and hope for future Gaza.
11. A special economic zone will be established with preferred tariff and access rates to be negotiated with participating countries.
12. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better Gaza.
13. Hamas and other factions agree to not have any role in the governance of Gaza, directly, indirectly, or in any form. All military, terror, and offensive infrastructure, including tunnels and weapon production facilities, will be destroyed and not rebuilt. There will be a process of demilitarization of Gaza under the supervision of independent monitors, which will include placing weapons permanently beyond use through an agreed process of decommissioning, and supported by an internationally funded buy back and reintegration program all verified by the independent monitors. New Gaza will be fully committed to building a prosperous economy and to peaceful coexistence with their neighbors.
14. A guarantee will be provided by regional partners to ensure that Hamas, and the factions, comply with their obligations and that New Gaza poses no threat to its neighbors or its people.
15. The United States will work with Arab and international partners to develop a temporary International Stabilization Force (ISF) to immediately deploy in Gaza. The ISF will train and provide support to vetted Palestinian police forces in Gaza, and will consult with Jordan and Egypt who have extensive experience in this field. This force will be the long-term internal security solution. The ISF will work with Israel and Egypt to help secure border areas, along with newly trained Palestinian police forces. It is critical to prevent munitions from entering Gaza and to facilitate the rapid and secure flow of goods to rebuild and revitalize Gaza. A deconfliction mechanism will be agreed upon by the parties.
16. Israel will not occupy or annex Gaza. As the ISF establishes control and stability, the Israel Defense Forces (IDF) will withdraw based on standards, milestones, and timeframes linked to demilitarization that will be agreed upon between the IDF, ISF, the guarantors, and the Unites States, with the objective of a secure Gaza that no longer poses a threat to Israel, Egypt, or its citizens. Practically, the IDF will progressively hand over the Gaza territory it occupies to the ISF according to an agreement they will make with the transitional authority until they are withdrawn completely from Gaza, save for a security perimeter presence that will remain until Gaza is properly secure from any resurgent terror threat.
17. In the event Hamas delays or rejects this proposal, the above, including the scaled-up aid operation, will proceed in the terror-free areas handed over from the IDF to the ISF.
18. An interfaith dialogue process will be established based on the values of tolerance and peaceful co-existence to try and change mindsets and narratives of Palestinians and Israelis by emphasizing the benefits that can be derived from peace.
19. While Gaza re-development advances and when the PA reform program is faithfully carried out, the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood, which we recognize as the aspiration of the Palestinian people.
20. The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous co-existence. — Rapid Response
Hamas versus Israel-backed Militia Gangs
Reader, what peace? There’s no peace, there’s a civil war involving militia gangs, and that gang war has Israeli support, and maybe even American support. What peace deal? What ceasefire?

And don’t hate on the messenger, ( that’d be yours truly, me). I’m not responsible for your emotional reaction to my reportage, you are. It’s a journalist’s duty to report on the situation, without allowing her personal bias to interfere. I’m anti violence of any kind, and peace cannot happen with bands of extremist thugs from either side of the Israel-Palestine conflict trotting around at will beating on innocents. I have empathy for all suffering humans, my moral compass still works, in case anyone wonders. It’s uncomfortable for pro Israel and pro Jewish individuals to see the Israeli violence against Palestinian farmers or against Christians in various locations of Judea-Samaria aka West Bank, and that’s reality on the ground, cope.
Perhaps readers might have an interest in learning that multiple sources report that Israel has backed the Abu Shabab gang, and possibly other gangs.
According to Times of Israel, Shabab denies it, Hamas insists on it, Netanyahu confirms it. BBC also reported the Netanyahu confirmation of Israel arming clans in Gaza, including the Abu Shabab gang. Israeli security officials knew about this arrangement. The Abu Shabab gang (which Shabab calls Popular Forces) has reportedly looted aid trucks, and presents itself as an opposition force to Hamas. Asharq Al-Awsat reports four gangs opposing Hamas— Abu Shabab Clan, Al-Majayda Clan, Doghmush Clan, and Rami Hellis. Conflicting information exists regarding the connection between Doghmush and Israel.

Does the Netanyahu regime hope to trigger a civil war in Gaza, thereby blocking the rebuilding of Gaza and the development of a Palestinian state? That’s a good question and you can ponder it without hating Jews, okay reader? There’s no room for antisemitism here, no room for Jew hate from ANYONE. Again, reader, let’s all stop hating humans and start trying to figure out another way around our differences.
Did we learn nothing from the past several decades of Middle East foreign policy? We learned nothing from Operation Cyclone, apparently. Do we still think the enemy of my enemy is my friend? Why? We should have learned by now, reader.
Note it’s entirely possible to be pro Jewish and oppose the political agenda and ethics of Netanyahu and his coalition. Many victims of October 7th and their families have spoken out against Netanyahu and his coalition. Who are we to question the victims of the pogrom?
I’ve seen many conservative “Israel lobby” Jews call left wing Israelis self hating, accuse them of having suicidal empathy, or worse. I’ve seen the Kapo Jew slur trotted out against left wing Israelis and diaspora Jews. Then I’ve seen these same conservative Jews exploit the suffering of 7/10 victims to advance their conservative agenda. I think that’s an asshole move. If you think left wing Israelis are “pieces of sh1t,”or Kapos, then why use their suffering to promote your politics? It’s manipulative and unethical. It reveals a poor character.
The PA Continues to Operate the Pay to Slay Program
“We have said clearly that we are prepared for all kinds of dialogue and collaboration to escape these sanctions and thwart the opportunities of Israel and its allies.”
Reader, surely that contradicts the “direct commitments to Canada and the international community on much-needed reforms, including to fundamentally reform its governance.” How can western nations recognise an entity that pays its people to commit terrorism and to kill Israelis and westerners? It’s a Wild West show, the Palestinian leadership mocks us, at this point. Why is my government enabling such a demeaning system of enslavement of the Palestinian people by their political leadership? It’s barbaric and cruel. It’s inhumane and unacceptable.
In February of this year, Abbas told the English speaking world he would end the Pay-to-Slay program. He then told the Arab world the following “I told you once, and I stand by my word: Even if we have [only] one penny left, it is for the prisoners an martyrs...They must receive everything, as it was in the past, and they are more precious than all of us!” What’s your first clue that the PA has no intention of ending the financial incentive to commit terror attacks? In 2021 Israel placed pressure on the Palestinian banks and they shut down thousands of martyr accounts. In response the PA installed ATMs in post offices to facilitate disbursement of funds to terrorists and their families.
“Our people, families of the Martyrs and injured in the West Bank... on the subject of the payment of allowances for the families of Martyrs and injured...We call on the recipients of the funds to withdraw the large amounts that have accumulated for them at the post office, including the current allowance…As we have emphasized before, the post office is not a regular bank like other banks and cannot hold funds, but is only a means of transferring allowances, and the funds cannot be held for a long period in the accounts of the recipients...We wish mercy for the souls of the martyrs, recovery for the wounded, and freedom for the prisoners.” — Commission of Prisoners, Palestinian Authority via Stuart Force and Hananel Gez, V. For at least a decade the PA and the PLO have punted the Pay-to-Slay program to and fro, to avoid accountability and to appease donor countries who expressed concern with the institutionalisation of terrorism.
Why haven’t the four horsemen of the apocalypse addressed the ongoing Pay-to-Slay program? Did it slip their minds? Do they naïvely believe the lies the PA tells them? Make no mistake, the Palestinian State’s financing of terrorists continues to present day.
The Palestinian media would report any stoppages to the program, immediately, as they reported a reduction in the number of terrorists on the payment list in May.

Reader, do you remember the Gez family, attacked whilst driving to the hospital to deliver their baby? Tzeela died instantly, and the baby died 2 weeks later. Well, it would seem that “the family of the terrorist who injured Plaintiff Gez and killed his wife and son has received at least one payment of 6,000 shekels, and subsequent monthly payments of 1,400 shekels since June 2025.” AYFKM? That’s horsesh1t, reader.
David Isaac of the JNS recently reported on the millionaire terrorists released from Israeli prison. “In the context of the U.S.-brokered Israel-Hamas ceasefire that went into effect last week, Israel has released 250 Palestinian terrorists who were serving at least one life sentence for murder. Of those, 160 are now millionaires thanks to the Palestinian Authority’s “pay-for-slay” program, having been paid over 1 million shekels during their imprisonment, according to Palestinian Media Watch.” PMW founder and director Itamar Marcus indicated that, “… instead of cutting ties, the European Union and many European countries partner with the P.A. by paying its civil servants’ salaries—a scheme that frees up the P.A.’s other funds to pay monthly salaries to imprisoned terrorists.” In 2022, Maurice Hirsch reported in the JNS that the PA pays terrorists serving a 27 year prison term a higher salary that it pays medical specialists with 20 years experience. The docs make $2686 and the convicted terrorists make $3215. The PA has a Health Ministry payroll of $273.6 million, and a payroll for terrorists and their families of $256 million. In 2019 Israel Kasnett reported in the JNS that the ICC hinted at the Pay-for-Slay program as a war crime. It’s 6 years later and we’ve hear nothing further about that.
In 2017 Adam Abrams reported in the JNS that, “…a group called “Commanders for Israel’s Security” (CIS) issued a statement directly contradicting the Israeli government’s official stance on the terror payments. Appearing to present itself as representing the consensus in the Israeli security establishment, CIS asserted that passing the Taylor Force Act in the U.S. would pose the risks of weakening the PA and undermining the PA’s security cooperation with Israel.” The CIS apparently opposed the US Taylor Force legislation which mandated cutting US aid money to the PA as long as the Pay-to-Slay program continues. The Taylor Force bill passed into law in 2018, following a bumpy ride in the Senate, which raised concerns that cutting funding to the PA would destabilise the region.
How did the Pay-to-Slay Program Start?
The system of paying salaries to terrorists began in 1998 when PLO leader Yasser Arafat established the “Ministry of Prisoners Affairs” as an arm of the PA’s government to support Palestinian terrorists imprisoned in Israel. After Ararat’s death in 2004, his successor Abbas expanded the payment scheme, institutionalising the system of salaries for terrorists, both incarcerated and released. The PA distinguishes between terrorist and non terrorist criminals. The latter receive no salary or financial compensation of any kind. The former bear the a special designation Asra, “a special Arabic word … equivalent to calling the terrorist prisoners “POWs.” Asra is used by the PA to emphasize its claim that Palestinian terrorists are actually legitimate soldiers because the UN gave them the right to kill.”
In 1974 the UN General Assembly passed Resolutions 3236 and 3246, recognising the right of Palestinians to regain their rights by any means, including armed struggle.
So, the PLO and the PA have decided these UN Resolutions have given them carte blanche to kill Israelis. The PLO and PA have decided international law permits “terrorist resistance” against Israelis.
So, reader, I don’t really understand what reality the four progressive horsemen of the apocalypse live in — how does any western politician think they can sit at the table and negotiate peace with a group of leaders who think international law has given it permission to blow up and slaughter its way to a future for its people? And, what of the “free Palestine” mob of useful idiots? Why do the wokifada think that Palestinians should live in a society governed by a system which rewards, over medical doctors, mass murders who commit terror?
I don’t think war brings peace anymore than I think fcuking makes a person a virgin. I don’t think blowing sh1t up and slaughtering and raping will free any people. I don’t think hate will free humanity. I don’t think anger and despair will lead to brighter days in a thriving future. We need honest, ethical, humble and critically thinking leadership who can forge a path to peaceful coexistence. We need humility and honesty. We need collective self examination. We need to reevaluate our ethics and recalibrate our moral compass. We need to do that as individuals and collectively in community and as a humanity.
